Reducing Illegal Behavior

The cost of the penalty system in the US (capturing, trying, convicting, incarcerating and releasing) was estimated to be $182,000,000,000 in 2017.  The percentage of released convicts returning to criminal behavior is 75%.  We’re doing something wrong.

The mind works on both the conscious and subconscious levels.  Neuro-linguistic-programming as promoted by practioneers such as Tony Robbins and Bruce Lipton aim at changing the subconscious programs influencing peoples’ behavioral patterns. 

Is it possible to use reprogramming techniques to alter and modify criminal behavior to take action and make decisions in keeping with acceptable societal standards?
